According to the list the IJF posted on their site, Japan has at least 4 different athletes who qualify directly for the Olympics in 66 kg. I'm interested to see if Hifumi actually does end up moving up to 73, because I've read he's considered doing it for the 2028 Olympics. He's going to have competition from a Tanaka brother either way.

No Russian judokas, Russia is banned and while they were able to go around that with this "individual athlete" nonsense in the Olympics you have to have a flag (or be under the refugee banner), so they cant compete. For the others - probably didnt meet the criteria.
