it's only a sample if you're taking part of something that was released seperately from what you did with it. in this case since the "sample" was recorded with the sole intent of being used for a hip-hop instrumental it's more of a collaboration
DJ Khalil is insanely talented! That beat he did for the Clipse, “Kinda Like A Big Deal”. There was no sample in that either! It was his boy playing the guitar, and he put crazy effects on it!

But from a writing / production standpoint he is referring to the word "sample" because from a beat standpoint he's using it the same way he would if he used an actual sample. But as far as the lawyers and business/ industry person's perspective goes no, it's not a sample.
I remember being 17 reading through the kingdom come credit book and being shock that I made it didn’t have any sample info listed. I thought it was a typo . I also would try and look for it on the internet through the years. I swear it sounds like one of the early to mid 70s Philly soul joints.

He is telling you a story from his perspective, of course Dre said wonderful things about him. He also says that Dre still works with the musicians. I take the conversation for what it is worth

It WAS a sample, but he just didn't have to worry about clearance because he already had an agreement with the creators of the sample.
