By deleting an App from the Console Account, can the App be uploaded again to the Console Account?
Yes. But with a new package ID I feel.
After deleting the app from console can we again upload it with new signing key having same old package??
I don't think you can use the same package Id, I am not sure though.

If the AAB file has no downloads, then you can request google play support team to remove it completely from Play Console. Then you can upload the app again. Or you will have to change the Application Id (Project Package name) to upload it as new app.

It depends on the type of app. For a normal family friendly app it takes 24 to 48 hrs for approval. But for kids app or gaming kind of app, google may take 2 to 7 days.
