You're supposed to put the butter on first so that it has time to soften and melt from the pancake's heat, and then you add the syrup. If you add the butter after the syrup, the syrup has caused the pancakes to begin cooling down, thus you're stuck with chunks of butter on your pancakes as opposed to having softened/melted butter.
