I live in New England, I had a neighbor like this, he lost license for DUIs. He would ride his mower up and down the road. One time my father was coming home from work, the guy was crashed in a tree passed out, his tires were spinning and spinning. My dad just went up and shut off the tractor and went home.
One thing's for sure Steve never fails to forget his rights.
