That verse 10, "Know Your name..."
"What is in a name?"
Authority.
David meant those who are conscious of God's authority and put their trust in God's authority may seek, and ask for His authority to come, in their case of violation (refuge for the oppressed).
Think of it like a lawman, a sheriff, a police, a judge, and someone who is a victim of a violation comes to them asking for the law to be administrated.

Nice teaching. I think it's a great reminder that when we don't "feel" saved or when we struggle with our faith, our response should be to seek God (verse 10).
