You are probably likely to see some coalitions of states, but you are also likely to see some states just bully others into submission due to culture war, economics, etc. We really do not know. NY is a perfect example, as in the state itself there are 3 distinct cultural, political, and economic regions that already have tons of static and infighting, magnify that to the entirety of the north east and it is insane.
