The only way he could've survived that is thru dodging/flash.
Smolder was dead the moment arrow hit,that hit already triggered elder execute,there was just small delay in animation,you can see execute threshold on his hp bar,arrow hit that so his death was confirmed,only zonya would have saved him there.There was maybe few ms of time where Peter could have healed but unless he anticipated that arrow hitting there was zero chance he could have reacted in time.

he got nerfed substantially today. making him lose stacks would be the best way to completely destroy his playability and make sure nobody is ever willing to touch him again. that's exactly why they removed the loss of ult stacks upon death for chogath.
