I buy this type of stuff. It’s the perfect thing for a local small auction house. Some of them will sell high because they’re in holders some people will think they’re worth good money and pay too much. They won’t do well on IG, Facebook or eBay I don’t think but who knows My first thought was it was filler for a bulk submission but perhaps not like you said so the mystery continues….
It is very strange. Looks like someone learned an expensive lesson. I would keep the uncirculated ones and yes, I would be tempted to cut the common notes out and spend them. Good Luck with them.
For newer notes to me is not usefull yet to grade as we dotn know how rare it would be, item that has high potential for forgery like most vintage items should be graded especially the rare or in other words limited surviving notes comapred to old but vast amount in open market
You wait for 25+ years, just how many graded $20 bills that are 25-50 years old do you think would be available to collect? Guaranteed they will be few and far between, a LONG TERM investment!
Can you imagine the banter in the PMG break room as a junior grader gets all those common notes plopped on their desk to grade. Have at it. 🤣

Maybe they were collecting notes that predated 9/11 2001. That’s what I can deduce from watching this but I’m new to collecting.

There were some higher grade star notes/fancy serial numbers included, it was a bulk lot.

They're worth face value that's it if I took those to my coin dealer he would just say they're worth face value that's it even if they are graded
I would take them out of the holders and buy a nice type coin.
