I think it's just an error. He only affected the second row in that step, hence first row must have stayed intact. You can obtain the reduced echelon form of A by substracting -3/2R2 from R1 if no change in R1 at 6:46 is made.
It seems he just did an extra step without saying anything. If you add row 2 to row 1 you get that change, it was a really quick step that made it more readable so he just forgot to mention it.

I added Row 2 to Row 3. I don't know why I did that or why I didn't mention it in the video, my bad!
Before 4th step ...just do (R1=R1 -R2)...then continue the process

also when do you know what to use like when do you use R1 R2 vs R3 solving?
Basic Rule-there should be not a non zero element below the Upper non zero element in each rows
