You can email the department graduate coordinator to request that. Alternatively, look for another related course that does not require GRE

Okay. Look for courses that are related to Sociology, that does not require GRE or look for other schools with Sociology that does not require GRE, and apply. But if you have the fund, GRE can give your application another added advantage.
