Except Monokuma isn't supposed to do anything that would kill a student, or lead directly to their death, as we learned in the end, right?
I guess we could argue that the student is technically doing it to themselves, but multiple VITAL clues were hidden behind this game of chance. Even if it doesn't go against the hard-coded rules, at very least it takes away the fun of it for Monokuma. So either he broke his hard-coded (or fun-based) rules, OR the gun was never going to go off in the first place.
I'm pretty sure all the rules say is that he isn't allowed to directly interfere with the students unless they break a rule. I guess hiding clues in death traps and telling them "hey, you can go in if you want" isn't considered direct interference.
