If I recall correctly, you can only drive the special cars (Petey Pablo, Rob Zombie, etc.) in quick race mode. But I think you can't change their performance, so it's no loss.
The Petey Pablo car and all other special cars are available in quick race

You can access the "petty" pablo car in the quick race/non-campaign section of the game 😛
You have to go into Quickplay for the Petey Pablo car and all the other special ones

The Petey Pablo car is only available outside of underground mode
You can earn it in underground mode you just need to get enough style points

Please use the dc2 Integra later on in the series as well. Car handles like it’s on railings. Too good. Also, try the dc5 out as well!
Why don't you just disable the motion blur effect so you can actually see something when you nos. Bc now you have a high level nos and the duration is longer

I think that the only place where you can use Petey Pablo's car is in Quick race. You will unlock other cars during the game too .

The Petey Pablo car (and other special cars) are NOT in the campaign, just go to quick race and you'll see them.

From a car enthusiast perspective, I think it's strange that this game had a Mitsubishi Lancer ES, instead of an Evolution VIII. I can forgive the Dodge Neon and Subaru Impreza 2.5 RS because of the game's performance upgrades, putting those 2 cars closer to their performance oriented counterparts of the SRT-4 and WRX STI from that time period. (Like modding the suspension and slapping on a turbo.) However, you can't get the Lancer anywhere close to an Evo, because you can't convert the entire drivetrain in this game to make it AWD, so I must say the Lancer is seriously weak, dude. Probably the weakest in all of NFS history, which makes it a unique and notable car to use in this game. I believe the AI in this game had like a horizontal scaling progression to match the player's car performance rating, and if that's true, you could potentially beat the whole game in a stock Lancer, which is ridiculous and funny to me.
