As told at 12:40, to get the accurate bits and not to miss the bits we do use 11.0592 MHZ which make 28800HZ agreed, but when I substitute the value with 12MHZ, it comes with the value 31250HZ so even, in this case, I think the data will not get lost, and if this is the concern then your point at this theory is wrong I guess.
