contextually and linguistically, vs 21 is the final clause of the sentence starting in vs 18. it is a charge for the church in light of those things Paul taught in 18-20 to submit to one another, it is not applied to the family. A husband must submit in order to love his wife in the way of Christ, but that submission is to Christ, not his wife. to have headship in the home you can't have two people submitting to the other, otherwise no one leads and there is disaster.
