As someone who grew up in the area and knows this light VERY well, arrow happens at the beginning of the light then changes to solid green for both sides. McLaren is at fault.

8:18 You can see cars coming straight from the other side because both sides have the same synchronized lights in this 4 way intersection, so left turns did not have a advance green arrow light therefore no right of way and has to stop and wait then proceed when its clear on the green/yellow. McLaren turned onto oncoming traffic, while she was clearing the intersection going straight through the yellow light which is completely legal especially when it just switched to it and she was close.

Number one thing you're taught about green lights in drivers ed is if it's a stale green; meaning it was green long before you got there, you've gotta anticipate it turning red. However, if you're turning and already in the intersection; which the McLaren owner COULD argue, and he's got the money to argue it, could reduce his liability even more as you can't back up out of the intersection, you just have to take the turn before oncoming traffic starts moving.

In Georgia if you are turning left and the light to go straight is green the left turn light starts to blink yellow as a precaution to yield before making Your left turn. For all the lights to be green to either go straight thru the intersection or turn left all at the same time seem rather odd to me. Because in Georgia the left turn lane while blink so a driver won't just turn WITHOUT yielding to avoid that same situation. Actually I see now that the left turn lane light is bigger than the other lights which means there WAS a left turn arrow blinking and he didn't YEILD.
For those unfamiliar with the light, its one of those five lighted signal (you can see around 9:15 or 10:15) left turns (your three regular solid red-yellow-green, followed by an additional yellow and green arrow). Unfortunately if it was a protected yellow, the fourth wouldve been lit, but u can see before the accident, it was a solid green (circle instead of arrow) which means you need to yield to oncoming traffic regardless if its a yellow or not. The civic had the right of way (yes, they could have stopped and not cleared the intersection, but they did not run a red either and it is the person turning left’s responsibility to make sure its clear before. Regardless if youre already in the intersection or not.

I zoomed and enhanced on that leftt light it is a green arrow. The McLaren had passed the threshold of the intersection on the green arrow. The civic had a red light before approaching and after crossing the intersection. The civic is completely at fault.

She definitely didn't, this would be a 50/50 case with insurance because she entered the intersection after the light turned yellow, which means she should've slowed down to stop. Number one thing you're taught about green lights in drivers ed is if it's a stale green; meaning it was green long before you got there, you've gotta anticipate it turning red. However, if you're turning and already in the intersection; which the McLaren owner COULD argue, and he's got the money to argue it, could reduce his liability even more as you can't back up out of the intersection, you just have to take the turn before oncoming traffic starts moving.

In Georgia if you are turning left and the light to go straight is green the left turn light starts to blink yellow as a precaution to yield before making Your left turn. For all the lights to be green to either go straight thru the intersection or turn left all at the same time seem rather odd to me. Because in Georgia the left turn lane while blink so a driver won't just turn WITHOUT yielding to avoid that same situation. Actually I see now that the left turn lane light is bigger than the other lights which means there WAS a left turn arrow blinking and he didn't YEILD.

For those unfamiliar with the light, its one of those five lighted signal (you can see around 9:15 or 10:15) left turns (your three regular solid red-yellow-green, followed by an additional yellow and green arrow). Unfortunately if it was a protected yellow, the fourth wouldve been lit, but u can see before the accident, it was a solid green (circle instead of arrow) which means you need to yield to oncoming traffic regardless if its a yellow or not. The civic had the right of way (yes, they could have stopped and not cleared the intersection, but they did not run a red either and it is the person turning left’s responsibility to make sure its clear before. Regardless if youre already in the intersection or not.
