As a toplaner, you can ask for a leash before I get to my lane and you'll get an Aatrox full Q combo or you can fight your own NPCs. Once I'm in my bush you can figure it out yourself.
The thing is, in toplane if your jungler starts topside and you have to leash, then you are giving your opponent free reign to push/pull the wave and you'll have to deal with either enemy receiving faster lvl-ups or wave slowpushing away from you, which can lead to unavoidable gank death since you are most likely weaksided I never leash as a toplaner unless I'm playing extremely weak early champion, since then I can never prevent two things mentioned above anyway
As a Top Laner, I can confirm that it's a crime to demand a Leash from us. I do it anyways to not upset my Jungler and proceed to screw my Lane because of it. I need to disable Chat and Ping Communication...

As a jungle main. Requesting a leash is legit a skill issue its waaay better to let your teammates get to lane sooner especially in top lane.
