Are you suggesting that the next Dalai Lama (Tenzin Gyatso) will be reincarnated from Japan or was this a major slip. There are many images of small Tibetans monk you could have used that rather than bringing forth misinformation on that part (or maybe you have a hint that the next Dalai Lama will be from Japan).
The US’ selected Dalaï Lama can rule Tibetan of India and those who live outside of China. Since he’s not born in China, he’s not a Chinese citizen, thus he can’t be involved in the real Tibetan in China. China will select a Dalai Lama in China for the Chinese Tibetan.

I don't know about why they interested the western countries of who will be the next successor but He said that the reincarnation of the next Dalai Lama will be chosen unlike the western they just pick and make a successor of the predeccesors work or legacy. Since Tibet is a buddhism religion like they share the boarder of India and similar philosophies in eastern countries. Like in the movies but in fiction they said about infidels and outsiders are not allowed in their monastery or temple like dr.
