I've experienced the CSR approval issue and that resolved the cluster issues after having been shutdown for a couple of weeks - I think you need to login as the system user, if I remember rightly. However, I've also had an issue where a cluster had been down for a month and approving the CSR's did not allow the cluster to start services. I logged a supporting key with Red Hat and I was told that you are risking not getting the cluster back if you leave it down for longer than 2 weeks. The explanation I got was that there are control plane certs that need to rotate on a regular basis. The was on 4.5, so things may have changed.
