Under the current Conservative administration one could argue that weak funding and short-staffing could explain the litany of weak leadership and low-quality officers involved, but not then. The general consensus if that of so many other events which lead to tragedy - the police were responding less to a terrorist threat and more to an ill-informed publics' fear, whipped up by a poorly regulated and irresponsible media, playing on the age-old British problem of in-bred racism. Jean-Charles died a terrifying and brutal death and was innocent. Don't sully his memory with misinformation.
