Remember you will have to stand before God on Judgment Day to give an account for what you preach and teach. Contextually those words are applicable to either the world of the elect that encompass a people from every tribe, tongue and nation or all types of people whether they are leaders or lay people. Further the word propitiation in Romans 3:25 means satisfaction of wrath. Since that’s what Jesus did on the cross was to satisfy wrath, that means by definition that there can be no wrath left for those that He died. Obviously there is wrath left for some. Therefore the propitiation wasn’t for everyone. Your false doctrine ultimately advocates a propitiation for no man.
