this is just my opinion, but i dont think they're similar enough. the only thing thats the same is the pig tails, skin tone, and the blue eyes (different shades). elabella used a lighter shade of blue to compliment the mostly black on her outfit. vex's has more blue and dog ears. (sorry if this seems rude i just don't think they're that similar)
