@@stickman-sama probably because the commissioner would then put a warrant out for Batman for putting his daughter in danger. They may be close but the commissioner puts his daughters safety above everything else
The interpretation that I prefer, which has some basis in main continuity (and at least a dozen alternate ones), is that Jim has always known the identities of the family - at the latest when Batgirl disappeared when his daughter was shot. He just doesn't bring it up to maintain plausible deniability.
