Yes Jerusalem has been treading down and still is. The choice of Jerusalem to at last, become the embassy of U.S.A shows that Israel is not free to do what it wants. Still is going on is Isaiah 26:13 "Jehovah our God other lords than thee have had dominion over us." The process is still going on...
Even from their return from Babylon , Nehemiah says it plainly "Behold we are servants or bondmen this day" 9:36 The language is not "we were" but " we are"!
"And it yieldeth much increase unto the kings whom thou hast set over us." (37)
The epithet of verse 2 and 7 if Isaiah 18 still stands " a nation of continued waiting and the treading down."

Yes it is possible the passage is referring to Ethiopia. If that is the case it is predicting that they will bring an offering of worship to restored Israel see v. 7. But it could also be Israel dived by the Euphrates and the Nile. When it comes to the future of restored Israel I do not hang all on one text like this obviously.

Since many have attempted to solve the riddles of Isaiah 18, let me give it a quick amateur shot.
Isaiah is standing in Jerusalem in the 8th century BCE.
Isaiah is looking off to the south and southwest beyond kush - an African kingdom located between the 1st - 6th cataracts of The Nile.
So, what is this mysterious land beyond Kush on the African continent from Jerusalem?
Well, wouldn't the obvious place to begin be tropical and equatorial Sub-Saharan Africa?
Good. So the key questions become, when and what sort of "ambassadors"/representatives did tropical and equatorial Sub-Saharan Africa send by sea, in "vessels" upon the waters?
Also, where did these "vessels" containing these strange African "ambassadors" go?
Are these "ambassadors" even human? Is this mysterious land "beyond the rivers of Kush" not described as "shadowing with wings"?
Well then, perhaps these "ambassadors" are insects!
Could these insects be **********? 😮😮😮 Noooo!
Hold on a minute, come to think of it, weren't millions of people from this very region of the African continent forcibly "scattered and peeled" away from their homeland in chains for many generations?
Where were these scattered and enslaved people taken? Who took them across the sea?
Could the "ambassadors" have travel across the sea aboard the same ships with these enslaved?
Hold on another minute, were these enslaved people not "meted out" and "trodden under foot" for centuries by their enslavers in this new land?
Well, well well. Maybe this is coming together much better than I could have imagined.
So, Were any of these scattered and enslaved people taken to this new land "terrible from their beginning"?
Did any of these enslaved people create a nation that can be described as "feared near and far" from its beginning hitherto?
Perhaps these insect "ambassadors" help these enslaved people to create this new nation?
Hold on, didn't a certain group of enslaved people create a new nation on a land still "divided" in two by "rivers" out of the most brutal circumstances and terrifying events?
    Hmmmmmm.....
    So many intriguing questions.
    So few concrete answers.
    😊

My interpretation of verse 1. "The land shadowing with wings" refers to the Americas. If you look on a map of North America you will notice it looks like a bird. With Alaska being the end of one wing, and the Canadian province of Quebec as another wing. And America does have a lot of rivers.
And early European explorers of the Americas considered the natives as part of the lost tribes of Israel (which there are many evidences of in the form of crosses and other Christian symbols. And the natives were waiting for a great white God to return, which allowed the Spaniards to walk in unopposed.) And the natives were "scattered and peeled" and "trodden down" by the swiftness of the European invaders accompanied by Christian messengers. Whose lands the rivers (nations) were spoiled by the gold stealing Spaniards and others.

Yes I think William Kelly had this view or at least that it was a great maritime military power from one of the western nations that would support Israel

But it borders on the speculative (as far ax America is concerned) and obviously the native Americans are not the lost tribes (vis Mormonism error etc)

And the command by Artaxerxes to re-build Jerusalem , Pastor Reynolds.
Subordinate of course; as they still are to this day even in Western countries such as Sweden concerning kosher meat, for instance.
No where in the word of God (KJV), I've read that the Persians were cruel to the Jews; In fact, quite the contrary as we read in Ezra (particularly chapter 7:21-26), or Nehemiah and also Esther when Haman got hanged for healed his hand upon the Holy people of God.
Unfortunately, contrary to the word of God, infuriating rumours, heretical statements are going around that the Persians were cruel to the Holy nation of Israel, which frankly, send shivers down my body.
Thank you so much for taking the time to respond to my comment, something I did not expect at all, yet you were more than gracious.
Peace be with you, Thank you again,

Read Revelation 14 then reread Isaiah 18.
The Holy Spirit revealed to me that Ethiopia will refuse the mark and will be cut down and made to suffer, but will eventually be victorious in Christ.
On another note, there are no nations in the word of God that we would recognize because to Him there are only His children, the body if Christ with no visible boundaries, and the sinners that refuse the Messiah. Remember we are ALL sinners without Jesus.
On yet another note, Israel is desiring to build the third temple. This is a mockery to God because many Jewish people do not accept Jesus Christ as the messiah. WE are the new temple, the ark of the new covenant. Our very hearts are a letter from the Messiah written by the Spirit of a living God. Furthermore I believe that the third temple, once built, will be used for blood (probably human) sacrifice, which again, is a mockery to the truth.
No hate here, I'm just sharing what the Holy Spirit has revealed to me in the last few months. The end of the age is very close; no marks for me. Feel free to share what you think but keep the Holy Spirit in it. Thank you for posting this and God bless to my brothers and sisters in Christ.
