Your first statement is correct. Your second one is flat out wrong because if he doesn't play the dragon first he dies as soon as he attacks to get the 1/1 locust. Playing the dragon first was required. Spawning the 1/1 was not an option no matter what.

I assume you mean with the minion? The minion has "Windfury" which is the mechanic that allows it to attack twice. His hero (Reno) only attacked once.
