Its a Bollywood film made in Tamil industry. Not just the cast and director. Except for Red Chillies VFX team most of the technicians from DOP to Art Director r from Tamil industry.
My favorite song from the movie so far and I also liked the Hindi and Tamil versions equally unlike the previous two where the Tamil version is a lot better especially the Zinda Banda song.
Zinda Banda would have been better in Hindi with Vishal's vocals
You were spot on about more bass in the Tamil version. I don't know Tamil but I liked the Tamil version more. It suited the whole visual appearance.
For your information, a very interesting trivia, before pan India film was even a thing, back in 2001, SRK worked in a movie called Hey Ram by legendary Kamal Hassan, and there he did the entire movie in both Hindi and Tamil. Yes,. He did his own dialogues in Tamil version as well. That's the level of respect and dedication he has for the craft. Also he didnt charge any money and did the film only for a wristwatch.
Hey Ram was shot in Sync sound. So, all the actors had to speak Tamil on shoot. There is no post dubbing done for the film.
The thing is, usually Anirudh sings all his songs, and when he sings, he knows how to regulate his voice depending on the situation and actors. In Hindi, other singers are not able to bring that same effect for his songs, and Anirudh is not able to bring his style in Hindi while singing because obviously Hindi is not his first language.
what? hahahaha some hindi singers can do that too, for example Udit Narayan, the most biggest example KK, listen to him in Akohn main teri and listen to him in Apadi podu, you cant literally reconice him. Another Arijit, listen to him in chaleya and listen to him in Alice (from ae dil hai mushkil) and many many more hindi singers

The entire team is from Tamil industry and it's even shot in the South.
Jawan songs will probably be better in Tamil because the music director is Tamil so the songs were composed in tamil primarily, translated to hindi. The director is tamil too. Even as a hindi speaker i liked the Tamil version better because the music is meant to fit that version not so much the hindi version. Its like when you hear the original song you like it better compared to the translated version of it.

Vishal dadlani was slightly better though and so was aritijt in chaleya but Ani in hindi was him doing something out of his normal zone in zinda banda, we need more of such collaboration across the nation to have a sense of unity, the budget and production is so large that representation of different languages should not be much issue
Except a few main characters (like Nayanthara, Vijay..) and music composer and director, rest of its cast crew is mostly from Bollywood. So yes it's a Hindi-language film originally. But whether you can call it bollywood or not, I am not sure. Better to call it a Indian Hindi-language film.
