Btw Arlong isn't a warlord. Warlords don't have bounties, since they're seen as criminals by the government. Arlong was being compared to another fishman (Jimbei) who is actually a warlord.
One thing to note about characters earlier on, it's easy to see where oda got the inspiration for alot of them.from. like gen san is very similar to a character you might know from street fighter
in japan, having tatoos mean you are a part of a criminal band. Having a tatoo in japan make you a bad person. Random people fear people that have tatoo ( but since the tourism in japan grow it's less and less the case ). But that's why usopp said that to nojiko. .

Even though a foreigner could never be a part of one. Just be ready that you won't be allowed entrance to some places like onsen or even regular gyms if you have visible tattoos. It's fine if you fully cover it up with clothes or band aids. The stigma against tattoos is still very strong to this day. Some allow it but you need to look up each place in advance to be sure.
