whie changing the security group from aws console, and checking terraform plan, it says no change even after changing, but in statefile it automatically changed to new security group, why sir?

It is because you are not managing security group from terraform file, so when you do terraform plan it take all the changes of security group and update in state file. Try to configure security group in tf file and then do some update using console in sg and see the difference
