The Y shape piece with holes in the ends and a long shaft looks like the place where the ear piece of a wall mounted telephone would hang. Probably lots of other small pieces there if the whole wooden phone is there.

Not all shakers were for condiments. The fancier ones were for face powder. The locket insert may be celluloid or isinglass/mica.
The locket is from 1890’s-1920. I looked it up
