Possible outcome after a couple of weeks - the builders would need to part away with good amount of wealth to the politicians, judiciary and police to stay away from prison. Opposition too will get a cut and obviously the media houses too will receive a one time payment or be forced to shut up - remember all of these have their own dark side which they fear form being exposed. Anyone else who would dare to speak against would be coerced and silenced to live their own life instead of getting into this because he/she won't want to be harassed for life by the evil nexus.
If the victim is not punished, crime in society will increase rapidly.

What is the proof of age? Every accused person is 17 year old nowadays so that they can get juvenile punishment.
If he can drink and drive a car then he sees himself as an adult. Why should he not get punished as an adult?
What difference does a few months make? Instead of just juvenile and adult, there should be more classifications for punishments so that such people dont get away with lighter punishment just because they are few months short of 18 years of age.
