The small loop on the rubber band is what makes the ripping sound when pulled, she's still pulling the rubber band making it look thin enough as if it was actually torn after pulling it so the small loop can get undone and reveal that the rubber band wasn't ripped. It looks convincing but the more you read the movements, the more you see past the illusion, this is an interesting form if science by creating illusions by manipulating physics.
Ah! So essentially, the initial band is doubled up with that loop. So the rubber band has to be thin enough so you don't see the two strands. It took me awhile to get it (I'm slow).

Someone did this trick to me when I was a kid, I was so amazed and left wondering FOR YEARS how the hell they did that. After lots I mean LOTS of broken Rubber bands, I can now rest in peace.

Once you watch it a few times and pay close attention to what she's doing, it makes sense. A thin, super stretchy rubber band works best.
