A smart man would make an attachment to the shut-off valve by using a decreased size hose adapter to the pump and then once you pump it up you just shut the valve off

@@ravirajpandya8291 Yah, same problem. We need to apply pressure every time a water tank is empty. The only solution is: don't let your water tank fully empty. Make sure it has at least 10-15% water remaining.

A carpet can be moved, a wet floor can be dried, but if you have a stop valve, you have more problems and damages, you need more time to work. For example are you sure there isn't a leak after these work? It's a stupid way to do.
This works in a gravity system but come to a developed country you wont find this system you will have water pumps and water pressure relays controlling pressure.

It happens in srea where boring depth is less and crushed stone powder, sand and mud get deposited in the tank. If the suction is from elevated level then it do not choke the line. In my case I cleaned the tank by stirring the bottom most water. The mud got blocked the 1 inch to half inch conversion bend piece.
