As you can see by searching IQ by race on Google, IQ is different for each race that evolved differently, so the average IQ of a country seems to be determined by which race was predominantly distributed.
Let's discuss about the ratio. I think in thr case of Japanese IQ there's no huge gap. But of the others like the US, i assure that there's huge IQ gap between highest and lowest.

After some research I found that for my country (Czechia) the main source of IQ in the population is a survey done in the beginning of 1980's in Bratislava (that is in Slovakia not in Czechia) and after that there were only some corrections based on PISA results, bordering countries, etc.
Off the top of my head in some cases the scores come from neighboring countries, when no test subjects are available. Most likely the North Korean averages come from South Korea.

True! I honestly think what you are seeing with China and some other Asian populations is that students in these populations study more, and take tests better. Hence the higher IQs. They literally have what's called "Cram schools". Whereby after normal school hours, kids are bombarded with massive amounts of information, in which they have to memorize. There is simply no equivalent of this in western countries. Yet, people in Western countries are still a lot more creative and innovative than East Asians.
The ranking should be based on the number of scientists who emerged from each country and not on selecting some people at random and conducting an intelligence test for them. You cannot judge a population of 100 million by 10 people or even 100 people.
That is actually not how it works mate. They select test subjects from different countries. Administer the tests in their own languages, or ones common in their respective country. Then calculate the results for each. Now, what you seem to be suggesting is to country how many scientists a country has, which makes no sense. As scientists are a select group up people. Who are by default educated. These tests sample random groups of people, who better reflect the general population.
Nurses don't need to have particularly high IQs. Even if the Filipino nurses have higher IQs, they are a select group of people. The IQ score from the Philippines is derived from the general population. Many people ask similar questions about India's low IQ scores. It shocks some people because in the West Indians are known to excel academically. It's primarily because the higher IQ Indians are more likely to immigrant to other countries. So, these immigrants don't accurately reflect the average IQs of the general population in India. If it is any consolation, these are just averages. You can find intelligent people in any race or ethnicity. So, there are Doctors, Scientists, Engineers etc.. even among the low IQ nations.

You are wrong, you couldn’t be more wrong and your assertion that 3rd world countries are incapable of reasoning the matrices accurately is a soft bigotry of low expectation. No matter where the test is administered , no matter which culture or country it is tested groups have very similar average IQs. As a clinical psychologist it astounds me you don’t know this. You are basically dismissing everything we know about how to predict a persons life outcome, and for what because it makes you uncomfortable. Equally your anecdotal evidence and personal experience pales in comparison to the state of RSA. Look around you and connect the dots. We have a very low average IQ population in RSA, but it’s still an average not a norm. There are definitely exceptionally smart SAns from all walks of life but by and large our people are not the smartest around. Just be honest

When you listen to Donald Trump, it doesn't take a rocket scientist to know that the man hasn't a clue about running a country. He recently expounded upon "The economy thing". As someone who is not American, I say the U.S. average IQ 97.43 is not bad. I am actually surprised it is near European levels, because it has a heavily multi racial population. Literally the whole world lives in the U.S. The U.S. is still the richest and most powerful nation on the planet. Which has produced a lot of scientific inventions, so nobody can call them stupid.
