No Carlsen could have moved his queen to G6 putting Nepo in check. Nepo would be forced to take the queen followed by the pawn to check Nepo's King which would result into the loss of Nepo's rook...

If carlsen sacrificed bishop then black would bring his queen to defend. Then carlsen will have no choice but to retreat his queen. Thus, bishop sacrifice would go in vain.
