You say old system, it's the current system! And there's no guarantee that they will implement something like the proposed by the institute. It doesn't support regional, it looks like a substitution of the 189.
In the past they had implemented over 80% of the recommendations proposed by Grattan institute

I applied for a Visa 190 as an interior designer a year ago and am still waiting for a nomination. My occupation is only listed in Victoria's non-priority sector and may not be included in the NSW occupation list for this financial year. Securing a job offer in my field seems almost impossible, and despite applying for various construction jobs, I have faced consistent rejections. What should I do in this case?
