The people in moorland you talk too once a day to get the xp and shillings, there is a time when it resets! Just got to know the time of the reset for that server cause that’s what I figured out when I did all the races then woke up bright and early and still can’t do them til after a certain time

The quests arent broken, its probably too early for you to do them again. Basically the ingame timer hasnt reset yet so the game thinks you've already done them that day :)
