Simplest version is that after Leo moves, the units' turn orders are still decided by their original speed stats before applying the Leo passive, so just be fast. Otherwise... A water attack bar booster on nem/will/will almost guarantees your entire team moves after Leo (in siege that is, as long as you don't bring any other water units) Megan or Bastet + Lushen + other damage and/or leader skills clears most Leo defences

Or did you mean when you're fighting USING a Leo? In Sean's case, it's because of the light demon passive, otherwise, it's still the speed stat
