They keep changing the rules. When we went in September, they stopped issuing e-passes and we were able to go through without one. But now they're issuing epasses again and they are a mandatory requirement for crossing over into the Nilgiris

If fully vaccinated then also we need Negative RTPCR ? Or either of one is sufficient.
