The rocking and jumping without wheels is called "Whipper Hop". You need to open the angle between the hanger and the throwing arm, to get the counterweight drop point closer to bottom dead center. It's falling too far behind. You need an adjustable "timing prop" to set the gap. Lengthen the counterweight hanger as long as it can be and still clear the frame and ground.
