This was a Ray Monk 'produced and arranged' track for sure. He was hot off Aspel and Company's super 80s arrangement and was LWT's go to composer around this time for live shows after Alan Ainsworth hung up his baton but I'm pretty sure Ainsworth actually might of composed this as the key changes and orchestrations are very similar in style to his Cannon and Ball theme and Ray Monk was his number two in that era.
Sadly Alyn Ainsworth died in late October 1990, just after conducting his last UK Eurovision entry the previous May in Zagreb, so is unlikely to have been involved in this.
