I feel like this happened because after memory tried to get into the hero course even tho he had perfect grades and all the requirements the hero commission banned him and after this, he lost all motivation and just wanted to stop time and try to find what to do.
Because he is quirkless(having never got one for all or met all might) and the hero commission doesn’t want their system to be overturned by a quirkless hero.
