New range/ oven temperature beeps ready for 350°F but the Rubbermade oven monitor thermometer I placed in oven only reads 300° Do I need to adjust plus or minus? I am not sure what I am adjusting?

Try to adjust to +25, and see how it does, than try to do a cycle to 350 and see the temperature difference but make sure to leave it for like 15 min after the preheat is ready so that the temperature stabilizes, if ti will still be lower than 350 than raise the temperature to the max
