Yep, as of 2018 there were only 63 in service in Russia. The soviets expected to need 100 to kill a carrier group and they expected to lose 50% of them.
Which is correct to doctrine at that time. Off the top of my head I think doctrine was to attack a carrier group with 120 backfires and 240 badgers, saturating the air defense with Ku-22's from standoff distance, and they were expecting to lose 30-50% of the force in that effort. The amount of force involved in the late cold war was pretty crazy.

In the book it played out this way to buy some additional time for the backfires to close before AWACS detection. AWACS and CAP had been drawn off by some decoys on an expected vector. Hence the backfires making the big pivot as they come around onto the attack vector.
