I think demons can break the pact whenever they want, whether the wish is fulfilled or not. Seeing as how Claude killed Alois to try and obtain Ciel's soul. Sebastian could have killed Ciel earlier if he wanted to, but seeing how loyal he is to Ciel and the contract, he waited until Ciel's wish was complete. I hoped this helped. :3
Actually I think why Claude got to kill aloud is because he didn't really kill alois, he just took his soul, because he needed alois's soul to get ciel, which getting ciel is alois's wish so Yea.....I guess it wasn't breaking the contract in some ways....(I might be wrong, Pls don't judge )
