Check with Cast Members or at the location for times. Generally the first few shows and Rapunzel's story, and the later few shows are Belle's story.
In the movie, yes, her hair had been cut, but in the parks, the response I heard when I asked Rapunzel, was that she had a little bit of magic left that allowed her hair to grow long, beautiful and blonde again, but it doesn't glow anymore or possess magical healing powers.
Wish I could go there. The person playing Rapunzel really does her job well.
