There is an underlying assumption that our actions are repeating and creating karma patterns for us. You did something in the past and you are born in this life with a specific chart. You are still the same person in your thought pattern and that will create similar karmas this birth as well. My 2 cents.

If talking about material destiny, then it is entirely to our karmas, in this life or next we are going to get the result of our karmas, good or bad.
