Power Transformer winding is made up of rectangle copper strip paper insulated conductor. This shown winding is made in vertical winding machine. The cross over bending tool used is hydraulic powered.

For such a thin wire, you can directly use a wrench to make an S-bend

Dear sir, the wire is half hard copper wire, wrench will damage the conductor insulation plus it's bending will not be proper as doing like hydraulic tool.
