I love the scene at the end with the laterns rising in the sky. I have a head canon. When it showed Luffy hanging on while we could hear all the messages that the citizens of Wano wrote on the lantern, Luffy's observation Haki let him "hear" the voices of the lanterns. So he literally heard all those desperate wishes being sent up in the sky, like a God receiving people's prayers for freedom
That's my headcanon too. However, I don't know if it's necessarily Observation Haki, but just Luffy's ability to hear the "Voice of all Things" just like Roger, Oden, and Momo. The same way Roger used it to "Hear" the Poneglyphs; The same way Roger and Luffy "Heard" the sea kings in fishman island.

It’s crazy to see Momo witnessing the death of his father and the death of his mother just to go 20 years into the future to meet with Luffy and fight Kaido. Kid was already traumatised and he didn’t even get a chance to take a breather.

In this episode we can see luffy pushing the limits of his imagination of what he can do with his devil fruit power. Im going to call that against the final enemy of one piece who ever is it going to be luffy final attack is just going to be a full body version of this attack. I will call it something like gear 6 titan man.
Regarding Toko and if she's able to see the floating island; no, it's too dark and the lanterns are causing light pollution making the darkness even harder to see through. There's actually nothing up there able to be seen either, all of the flashing colors are stupid things the anime added that is not supposed to be there. Sure, she might have been able to catch a glimpse of lightning but anything else is not actually there in terms of light source.
