Goldstein is located North East of - Bannock's Knock Trail Head - close to the shore in the weed bed.
Time of Day - Day
Rod - Chief Consul (Baitcasting)
Reel - Mediator (Baitcasting)
Line - 66.14 lb (Fluorocarbon)
Lure - Popper size 3
Technique - 3x speed, twitching. Cast, reel for 10-15 seconds and repeat.

Only one legendary fish is active for each reserve each week I’m pretty sure

Yes until 26th. Sometimes I've had no luck trying to catch legendaries for hours.
Things you can try:
Try casting 20-40ft radius around that area.
Fast travel back and forth to any trail head then to your boat.
Reload to main menu and select day time again.
