Regions of North East and Himalayan range is most vulnerable to disasters like floods. Due to increasing Global warming the disasters become more excess in this regions. We need proper sustainable solutions like adaptation and mitigation as per NDMA guidelines to tackle these types of Disasters.

Things just keep on getting worse. Assam floods this time were comparatively more worse than it was last year.

1:37 Bangladeshi migrants. The main reason behind demographic and linguistic change of Assam. I don't blame them by the way. But government should have done something like giving them work permit and education instead of giving them direct citizenship.
Regarding flood in Assam, the main causes are the erosion and siltation of Brahmaputra river as well as reduction of depth.
Government should seriously think about regular dredging of the rivers (for that a sustainable national fund is needed), building reservoirs, regulate land use and modernise the embakments.

Where is the answer the the question in the title? - "Why Assam is facing frequent floods every year?". All you said was 17% higher rainfall is normal. If it is normal why are we still flooding?
